Fire officials are now stating that the Orange County Santiago fire was purposely set and there is speculation that other fires may have also been deliberate.

Fire officials found three separate “points of origin,” all near the intersection of Silverado Canyon Road and Santiago Canyon Road. Two were on one side of the road, and the third was on the other. “Whoever did this knew what they were doing,” said Kris Concepcion, a fire authority battalion chief. Also, the fire traveled 3 miles in its first 20 minutes when it was ignited about 6 p.m. Sunday, he said.

FIRE EVACUEES LIVE IN LUXURY COMPARED TO KATRINA MISERY

SAN DIEGO -- Mark Heinz still has no idea whether his house has been lost to the flames. He's spent three nights sleeping on a cot in a giant football stadium, surrounded by 10,000 other displaced San Diego residents. To make matters worse, Heinz woke up Wednesday morning with a stiff back to boot.

So what's a southern California fire evacuee do to ease the stress? Heinz opted for a massage and acupuncture.

"What a treat -- this is fantastic," Mr. Heinz said as he sat, shirtless, under a tent at Qualcomm Stadium, with an acupuncturist gently rubbing his shoulders.

Two years after Americans watched tens of thousands of hurricane Katrina evacuees suffer in squalid, violent conditions at the Superdome in New Orleans, they are witnessing a far more successful response to the fire emergency along the California coast.

Facing the worst wildfires in the state's history, more than 900,000 residents from Los Angeles to San Diego have been evacuated to dozens of shelters that are mostly well-stocked with food, water and bedding.

Nowhere is the contrast between California's response and the deprivation in New Orleans more evident than in the concourses of Qualcomm Stadium, the 50,000-seat home of the National Football League's San Diego Chargers.

Instead of chaos, there was relative calm as evacuees arrived to discover a carnival-like atmosphere that included live music performances, a makeshift pre-school and "Kids Zone," ample stacks of diapers and baby wipes, and food stations offering everything from bagged lunches to chocolate chip cookies and potato chips.

In keeping with southern California's reputation for new age living, volunteers had also set up a massage and acupuncture centre, a tent for yoga and meditation and even a station where evacuees could receive reflexology treatments.

"It definitely gives a lot of relief from stress. People might have pains and aches from sleeping on the cots," said Mohammed Javaherian, an acupuncture instructor from the Pacific College of Oriental Medicine, which was offering its services free of charge. "It's just something we can do to help the people here."

As evacuees milled about, they were entertained by 'Bandit the Biker Dog,' a bulldog who rode a remote-controlled motorcycle around the stadium concourse. A long line of children awaited the opportunity to have their faces painted by a cheerful clown.

"It's great here, with the exception of wanting to be home, wanting to be in our comfort zone, said 32-year-old Kenya Neely, who evacuated to Qualcomm Stadium with her three children from fires in east San Diego County.

"It does get cold at night, but we have plenty of blankets and heat lamps. They have showers set up in the parking lot. We have everything you need here."

The Southern California wildfires are the biggest US national disaster since Hurricane Katrina in 2005. Bush rejected any comparisons to his administration's widely faulted response to that disaster, saying now was the time to focus on getting help to people who needed it, not analyzing history.

Several evacuees said they decided to seek shelter at the stadium with some trepidation, remembering the inhumane conditions at the Superdome and the New Orleans Convention Centres following hurricane Katrina.

More than 45,000 New Orleans residents crowded into the two emergency shelters expecting basic relief.

Instead they were trapped without power, food and water for a week after the storm, living amid the stench of human waste and bodies until federal assistance arrived.

California officials say they learned from the New Orleans' lack of preparation, even as they acknowledged the situations are different in many ways.

Despite the scope of the evacuation in southern California, residents had easy access to evacuations centres because most major roadways have remained open.

More importantly, they have not had to tackle the enormous logistical challenge that emergency personnel in New Orleans faced because of inescapable floodwaters.

"There was so much poverty in New Orleans. They didn't have the transportation means anywhere. They were cut off by water. We have been able to get around the freeways," said Mr. Heinz, 44, as acupuncturist Michele Ross carefully inserted a therapeutic needle into his neck.

"But I also think the population here is more educated and affluent and reacts in a different way. It's far better organized."

Indeed. Government authorities, private corporations and volunteer agencies responded immediately as it became clear hundreds of thousands of southern Californians would be displaced.

At Qualcomm, the much-maligned Federal Emergency Management Agency had set up a tent to handle applications for financial assistance. Two major U.S. wireless companies were providing free cellphone and Internet access for evacuees. A dozen Wal-Mart tractor trailers sat in the parking lot, full of supplies.

With all area schools closed, more than 200 teachers established a makeshift daycare centre where parents could drop off their children while they tended to insurance claims or checked on their homes.

"We are all credentialed, fingerprinted, background checked. The parents know this is a safe place," said Emily Longerbone, a high school teacher and volunteer.

THE PLAN FOR TREACHERY IS SIMPLE. Residents of New Orleans fled for their life. They obviously did not take along in a plastic bag the deed to their property. So now out-of-town and out-of-work, they do not have the funds to pay their property tax nor do they have their property identification code and number. Sixty six per cent of the population of New Orleans have been blacks, many impoverished, together with a sizeable number of poor whites,

So it will be simple for land swindlers like Halliburton and their gang of pirates to grab lots of land from the descendants of slaves or white indentured servants, bull-doze away the hurricane-wrecked houses, and build hotels and other structures to accompany a someday to be newly-enlarged whorehouse district in New Orleans.

Was HAARP technology used to strengthen or steer Katrina? When attempting to answer that question, keep in mind the basics still apply.

DEMOGRAPHIC SHIFTS

In surveys since the storm 45-50% of the nearly half a million people evacuated from the affected area into other states have indicated an unwillingness to return. A full 40% of those surveyed among the 250,000 evacuees in Texas indicated that they intended to remain in the state permanently. Another 15% indicated that they would probably relocate to other areas of the country instead of returning to Louisiana. Already, thousands of the evacuees and other citizens from Louisiana have started to migrate not only to the evacuation areas such as Texas, Georgia, and Arkansas, but to other areas including Tennessee, California, along with North and South Carolina.

Mayor Nagin of New Orleans recently admitted that he expected that even after several years of rebuilding, the City of New Orleans would likely only be about half the pre-Katrina size of 460,000.

With this major shift in population will come significant political changes. It is estimated that in the next congressional seat realignment, after the census in 2010, Louisiana could stand to lose several of its seven Congressional seat due to population loss. Surrounding states -- particularly Texas -- will likely pick up these seats as a result. Oklahoma, Arkansas, Georgia and Tennessee could potentially each pick up a seat as well. This could have a profound and long-lasting impact on the electoral map and on national elections beginning in 2010 due to both the migration of seats between states and the change in demographics in existing districts in the affected states.

California authorities have confirmed some of the wildfires that have triggered the evacuation of about a million people and burned 1,600 structures with damages at more than $1 billion were set deliberately, and a terror watch organization says the circumstances match terror plans the FBI alerted law enforcement to several years ago.

"In 2003 an FBI memo alerted law enforcement agencies that an al-Qaida terrorist being held in detention had talked of masterminding a plot to set a series of devastating forest fires around the western United States," the National Terror Alert Response Center warned today.

Six illegal immigrants who were suspected of stealing relief supplies from Qualcomm Stadium were arrested by Border Patrol agents after San Diego police stopped them Wednesday morning.

A woman who had been evacuated to the stadium told officers she saw the group load up two pickup trucks and a car with cots and other supplies, leave and then return, said police Sgt. Jesse Cesen~a.

When officers stopped them, a member of the group said they were being paid to take things of value from the stadium.

“They were stealing a lot of stuff,” Cesen~a said. “We took the stuff back and we escorted them out. They were stealing from the people in need.”

Because some members of the group spoke Spanish, officers called Border Patrol agents at the stadium for relief efforts. They determined the people were in the country illegally and arrested them.

The Border Patrol agents are among 100 that the federal agency has been providing for relief efforts, said agency spokesman Matthew Johnson. He said the agents are not looking for illegal immigrants among people seeking refuge at the stadium.
